Infrastructure Ontario (IO) and Metrolinx (MX) have released a request for qualifications (RFQ) to prequalify project teams to deliver the Union Station Enhancement project.

The Union Station Enhancement project is to design and construct transit infrastructure and implement upgrades at the southernmost part of Union Station to accommodate GO rail service increases, improve customer experiences, and enable the planned expansion of GO rail services.

To help increase the capacity at Union Station, the scope of work includes:

  • Construction of new platforms, with canopies and vertical access elements, such as stairs and elevators;
  • Construction of two new tracks designed to allow for future passenger train speeds exceeding 70 kilometres per hour (45 miles per hour), with associated signal works;
  • Construction of a new concourse area below the platforms; and
  • Storm water management system and other building systems.

The RFQ is the first step in the procurement process. Respondents to the RFQ will be evaluated against the criteria in the RFQ including team composition, experience in collaborative project delivery, health and safety, and past project examples.

Interested companies must register with www.merx.com to download the RFQ.

The project is being delivered through the Alliance model. Alliance contracting is a model of delivering major capital assets, where a public sector agency works collaboratively with private sector parties to share the risks and responsibilities in delivering a project.
