Metrolinx challenged over Alstom LRV purchase

Siemens has come forward to challenge Metrolinx’s decision to purchase light rail vehicles from Alstom.

According to an article in the Toronto Star, Siemens has sent a letter to Ontario Minister of Transportation Steven Del Duca, questioning whether the sole source contract is in violation of provincial government’s own procurement policies. The suggestion was also made that the deal could be in violation of international trade agreements.

The purchase of 61 Citadis Spirit LRV’s from Alstom for $528 million was announced in May, with 17 of the vehicles committed to the Finch LRT project, with the other 44 made available for the Eglinton LRT should Bombardier miss its delivery deadline for the project.

The letter from Siemens, delivered just a few weeks following the Alstom announcement, expressed extreme disappointment in Metrolinx’s decision and how it may have permanently damaged Siemens’ ability to sell its product in the Canadian market.

In a response to The Star’s inquiry regarding the letter, Metrolinx spokesperson Anne Marie Atkins stated that based on the circumstances surrounding the issues with Bombardier’s delivery of LRVs for the Eglinton LRT that: “Single-sourcing in this type of situation is aligned with our procurement policies.”

None of the parties involved has released official statements on the matter at this time.
